DepEd eyes to give more benefits, allowances to teachers The Department of Education plans to provide teachers with nonbasic wage benefits, such as allowances, to add to their take-home pay. During the Joint Press Conference of the Office of the Vice President and DepEd, Atty. Michael T. Poa, DepEd Spokesperson, said that President "Bongbong" Marcos has already instructed the DepEd to look into the "non basic wage benefits" that can be given to the public school teachers. "This has already been presented to the President, and he has instructed for that to be looked into, na 'yung mga nonbasic wage benefits, tingnan natin kung ano yung mga pwede nating madagdag para sa omento ng mga take-home pay ng mga teachers," he said in a press conference. Atty. Poa also mentioned that the government has to balance the salary of the government employees with the private sector as it may bring negative impacts to them. "We have to balance those things eh, kasi if we increase the basic wage of teachers, if we make i it too high, it will really affect the private sector kasi either lilipat 'yung mga teachers in the private sector to the government or baka hindi kayanin ng private sector tapatan, baka magsara yung private sector," Poa said. "That's why what we will be doing is we will be looking into nonbasic wage benefits that we can give them para naman madagdagan 'yung take-home nila," Poa added. #benefitsandallowances
Teachers ask VP Sara to postpone the start of classes to mid-September Agroup of teachers asked Vice President and Education Secretary Sara Duterte to move the opening of classes to the middle of September or the first week of Qctober to give teachers more time to rest. According to TDC national chair Benjo Basas, a teacher in Caloocan City, "From the very start, we teachers are entitled to two months of vacation to give us time to rest physically, emotionally and mentally. Unlike other workers, teachers don't have sick or vacation leaves." The official school schedule for the 2022-2023 academic year has not yet been released by DepEd, but the former DepEd administration suggested that classes start on August 22 during the July 4 ceremony marking their transition. According to DepEd Order No. 29, series of 21, the school year 2021-2022 should have concluded on June 24, but according to Basas, teachers were still required to plan end-of-year ceremonies until July 2. From July 4 to August 12, they must also teach remedial and enrichment sessions to pupils who obtained failing grades. Should schools resume on August 22, this would give some teachers a 10-day break. "Until now, the work of teachers in schools is not yet finished," Basas said. "We need to read forms and prepare documents for performance rating. And in the coming weeks until August, teachers should attend in-service training, Brigada Eskwela, and other back-to-school and enrollment activities." Teachers will still spend a significant portion of their free time working, according to TDC, even if the start of the new school year is pushed back to September. Prior to this, President Marcos stated that all schools should offer in-person classes by November and that they should begin in September. Marcos claimed that during Tuesday's inaugural Cabinet meeting in Malacanang, Duterte explained this strategy. "We are hopeful that the President will consider extending the school break to give teachers more time to rest and to allow us to have more time to prepare for the start of the school year, especially that we are now returning to full face to-face classes," Basas said
economic relief allowance of gov't workers Senate Bill 60 was introduced by Sen. Francis Escudero, which would automatically boost the personnel economic relief allowance (PERA) from P2,000 to P4,000 per year. It is also the equal amount based on any annual inflation rate increase. Originally introduced in the early 1990s, Escudero said PERA Was a subsidy granted to all government workers as a form of assistance. It is to help them make both ends meet in the face of an economic crisis. According to Escudero's proposal, PERA Would apply to all local and federal civilian government employees. Regardless of whether they are "appointive or elective, regular or contractual, or casual, and whose positions are covered by Republic Act No. 6758 or the Compensation and Position Classification Act of 1989," they are covered. Hence, he argued that the policy should apply to all uniformed and military personnel. These are personnel with the exception of those who are deployed overseas and already get foreign allowances. SB 60 states that the P62 billion in savings must be applied to the implementation costs of the enhanced allowance in its first year. Thereafter, the amount necessary should be provided in the annual General Appropriations Act," the measure stated. Escudero has advocated for a higher PERA but has also backed a plan by the Department of Budget and Management (DBM) to simplify and reorganize the bureaucracy in order to save annual government spending by about P14.8 billion. Despite his admission that "it would be a challenging process," he claimed the DBM plan is on the "correct track." #pera #Peraincrease #Personaleconomicreliefallowance

Increase in the Personnel Economic Relief Allowance (PERA) of Teachers Rep. France L. Castro of ACT Teacher Partylist together with her fellow lawmakers filed the House Bill No. 5991 or the "Personnel Economic Relief Allowance Granted to Government Employees to FivebThousand (5,000) and Appropriating Funds Therefor." The Personnel Economic Relief Allowance (PERA) was first granted to government employees in 1991, in the amount of P500 per month. Joint Resolution 4, issued by the House of Representatives and the Senate on 17 June 2009, mandated that the P1,500 Additional Compensation and the P500 PERA, with a total of P2,000, shall thenceforth be collectively referred to as PERA. The last adjustment of PERA was in 2009 or 11 years ago, a timely increase will therefore offer government personnel more substantial relief from the erosion of purchasing power of public sector salaries and wages due to inflation and increasing price of commodities and services. For this purpose, this bill proposes that the PERA be increased to P5,000 #PERA #PERAincrease
