[천지일보·천지TV=황금중·김미라 기자] 평화의 씨가 뿌려지고 오늘날의 결실이 있기까지 한 사람의 변치 않은 ‘헌신’이 있어 가능했다. 평화 만국회의 9주년을 맞아 이를 조명해 본다. HWPL 이만희 대표는 전쟁의 참상을 그 누구보다 잘 알고 있다. 73년전 한국전쟁에 참전해 전쟁의 참혹함을 몸소 겪고 전우들의 죽음을 지켜봤다. 꽃 한번 피워보지 못한 청년들의 죽음이 헛되지 않도록 평화로운 세계를 만들겠다고 다짐했다. 그 다짐을 잊지 않고 10년전 설립한 평화 단체 하늘문화세계평화광복 HWPL. 지구촌을 수십 바퀴 돌며 ‘평화 세계를 이루어 후대에 유산으로 남기자’는 일념으로 세계 지도자들을 만나 평화의 정신을 심었다. 그 결과 2014년, 대한민국 서울에 170개국 정치·종교 지도자들이 모여와 한날한시에 하나님과 세계 만민 앞에서 약속을 하게 됐다. 전쟁 종식을 위해 국제법을 제정할 것과 종교대통합을 이루겠다는 약속이었다. 그때의 약속을 잊지 않고 쉬지 않고 뛰어온 9년… 이제는 평화 세계를 완성하기 위해 다시금 한자리에 모여 9년전 약속을 회상하며 각오를 다지게 된 것이다. 9주년 기념식의 5일간의 대장정은 앞으로 있게 될 ‘평화의 확산’을 미리 보여주는 여정이었다. 첫째날 입국 ‘그날을 잊지 않았다’ 세계 각국의 평화의 사자들이 국제도시 인천으로 하나둘씩 몰려왔다. 오랜만의 재회에 반가움을 감추지 못하고 환영하는 HWPL 회원들. 4년만에 오프라인으로 열리는 행사에 참석하기 위해 장시간 비행기를 타고 많은 해외 인사들이 한국을 다시 찾았다. 평화의 사자로의 역할을 잊지 않고 이역만리 타국에서 발길을 옮긴 것이다. 둘째날 사전 기자회견 ‘ON AIR’ 행사 시작을 앞두고 기자들의 관심이 뜨거운 가운데 HWPL은 기자회견을 열어 개최 취지를 밝혔다. HWPL은 이번 기념식이 그동안의 성과를 되짚고 평화의 제도화를 이룰 디딤돌의 역할을 할 것이라고 전망했다. (녹취: 이만희 | HWPL 대표) “각국 지도자분들과 형 동생도 맺었고 그렇게 친밀을 다해가면서 일해왔습니다 지금까지. 오늘 여러분 이 자리 만남도 그러한 평화를 위한 만남입니다.” HWPL은 지구촌 가족이라면 누구나 평화의 일에 협조해야 한다며 분쟁과 갈등 해결을 위해 시민사회 계층의 움직임에 집중하겠다고 밝혀 기대감을 높였다. 둘째날 전체세션 ‘평화의 기적을 이루다’ 9주년 기념식이 거행된 인천 그랜드하얏트호텔은 지구촌 각국 평화지도자들과 귀빈들로 가득 찼다. 대장정의 막을 여는 전체세션. 2014년 만국회의 때도 그러했듯 지구촌 곳곳 사람들의 마음을 움직여 머나먼 이곳까지 오게 한다는 것은 쉽지 않은 일이다. 정말 평화를 사랑하고 원하기 때문에 온 것이다. 6.25 전쟁 때를 떠올리며 평화 운동을 시작하게 된 소회를 밝힌 HWPL 이만희 대표. 겉치레가 아닌 진정 평화를 원하는 마음으로 이 일을 해왔음을 전달했다. (녹취: 이만희 | HWPL 대표) “죽음의 골짜기로 몰아가서 싸워야 하는 이것이 전쟁입니다. 해서 이 사람은 지구촌을 돌면서 각국 지도자들을 만나서 평화를 이루자고 함께 이루자고 호소한 것이었습니다. 이러한 경험이 있기에 오늘의 우리에게 해야 할 일이 무엇인가. 후대에게 물려줄 유산이 뭐라는 말인가. 전쟁 없는 평화라는 것이었습니다. 그래서 이러한 평화 운동을 하게 되었습니다. 그 전쟁 참혹한 거기서 죽었더라면 지금 ‘나’라는 존재는 없었을 것이다. 그러한 생각으로 남은 일생 평화를 위해서 일하겠다는 다짐으로 세계를 돌고 돌면서 그렇게 외쳤던 것입니다.” 또 평화는 말로만 해서는 안 되고 실천해야 함을 여러 번 강조하며 DPCW를 UN에 상정할 때가 됐다고 말했다. (녹취: 이만희 | HWPL 대표) “전쟁을 하지 않기 위해서는 이것을 못하기 위해서는 특별한 국제법이 있어야 된다고 생각합니다. 그래서 국제법을 우리는 아주 법의 전문가들을 모아가지고 국회법 제정 위원들과 함께 만들었죠. DPCW 10조 38항을 만들었습니다. 그것을 이제는 UN에 보내면 UN에서 이것을 어떻게 정할지는 보내봐야 알 것입니다. 이제는 UN에다가 보낼 것입니다. 그래서 전쟁을 말로만 그럴 것이 아니라 살상 무기는 없어져야 합니다.” 전체세션은 지구촌 평화지도자들이 그동안의 성과와 평화 제도화를 위한 실질적 방안을 모색하기 위해 모였다. 동유럽 민주화를 위해 공헌한 루마니아 3대 대통령 에밀 콘스탄티네스쿠. 초청을 받아 서울에 왔을 때 평화 걷기대회에 참여한 수많은 청년들을 보며 이들이 평화롭게 살고자 하는 염원이 얼마나 강한지 실감할 수 있었다. 흔히 세계 평화를 이루는 것을 기적이라 말하지만, 그는 이 기적은 우리를 통해 이뤄질 것이라고 확신했다. (녹취: 에밀 콘스탄티네스쿠 | 루마니아 전 대통령) “세계 평화는 어쩌면 기적으로서만 달성할 수 있는 것처럼 보이는 현시대에 살고 있습니다. 유럽에서는 흔히 기적이 초자연적인 현상이라거나 예측할 수 없는 것이라고 말하곤 하지만, 한국의 옛 성현들의 지혜를 보면 한국 속담에는 기적은 인내의 동의어라고도 합니다. 세계 평화라는 기적은 우리 모두를 한자리에 모아서 9년 전에 함께하게 했던 그 마음이 이루어 낼 것입니다.” 2014년 1월 24일, 이 대표의 중재로 이슬람과 가톨릭의 40년 유혈 분쟁을 멈추게 한 필리핀 민다나오 평화협정. 무기를 내려놓고 낫을 선물했던 방사모로 수석장관이 참석해 이제 필리핀에 평화가 정착됐다는 사실을 직접 증거했다. (녹취: 아홋 이브라힘 알 하즈 | 방사모로 민다나오 자치구 수석장관) “필리핀 정부와 방사모르 자치구역 간의 포괄적인 협정을 통해 필리핀 남부에서 40년 이상 지속되었던 분쟁이 종식되었다는 것을 알렸습니다. 이제 방사모로 지역은 이슬람과 기독교, 그리고 필리핀 루마드 족의 형제자매들과 토착민들이 조화를 이루며 함께 사는 평화와 번영, 정의의 땅이 됐다고 말씀드리고 싶습니다. 하늘의 문화를 함께 만들어 가고 싶습니다. 이만희 대표님과 함께 말이죠.” 지도자들의 결정을 끌어내기 위해서 무엇보다 필요한 것은 시민들의 목소리다. 그렇기에 HWPL은 청년들을 중심으로 시민사회 계층에 중점을 두고 평화 문화 분위기를 만드는 데 집중하고 있다. 국가 교육부 5곳, 유네스코 국가위원회 3곳 등 18개 단체가 MOU를 맺어 손을 맞잡고 평화의 순간을 함께할 것을 다짐했다. (인터뷰: 변정일┃자유헌정포럼 상임대표) “우선 그 세계 평화를 위한 평화를 보장하고 평화를 지키고 앞으로 전쟁이 없도록 하기 위한 국제법을 만들자는 취지에 공감을 하고요. 그 일이 뭐 각국에서 이렇게 개별적으로 국가별로 또 결의도 하고 하는 것 같은데 이것이 국제기구 UN을 통해서 정식으로 국제사회의 하나의 협약으로 법률이 완성되기를 그런 날이 오기를 바라 마지않습니다.” (인터뷰: 이우재┃한국장애인협동조합 이사장)“세계의 기초를 다지는 훌륭한 대회라고 생각하고 앞으로 세계 평화를 위해서 저도 조그마한 기여를 하고자 합니다. (DPCW를 UN에 상정하는 것에 대해?) 저도 그건 대찬성입니다. 우리나라가 세계를 주도할 수 있고 초종교 연합의 평화로운 그러한 무대를 마련한 것에 대해서 이만희 총회장님 너무나 훌륭하신 분이고 존경스럽습니다.” (인터뷰: 신하철 | 전 국회의원)“앞으로는 개인적인 자격이 아니라 헌정회가 단체로서 참여할 수 있는 기회를 우리가 조성시켜 가면서 발전될 수 있게끔 노력을 해야 되겠습니다. 우리나라가 결국 (평화) 종주국으로서 우리 이만희 회장님이 이것을 창안을 해서 세계만방에 적어도 160여 개국의 국가를 회원국으로 만들었다는 것은 상당한 국가적으로 이익이 되고 앞으로 남북이 분단된 사회에서 이러한 운동이 전개됨으로 인해서 고무되면서 발전되리라 믿고 있어요. 이만희 회장님의 건강과 그분이 오래오래 이 운동에 심혈을 기울인 공과(功課)가 결정적으로 이루어지리라고 믿고 있으면서 이 말씀을 전해드리는 겁니다.” (인터뷰: 스리니바사 머티 벤카타스와마파 | 인도 글로벌컬쳐 단체 고문) “이곳에서 진정한 평화를 배웠습니다. 배운 대로 우리나라로 돌아가서 평화의 법을 다시 가르치고 이 평화의 메시지를 전파하겠다는 생각을 갖고 여기에 왔습니다.” (인터뷰: 메리 앤 오르디나리오 | 필리핀 국립도서개발위원회 이사회) “대표님의 말씀을 듣고서 제가 더 감명받았습니다. 그래서 제가 여성으로서 아이들과 청년들을 위해 해야할 일들에 대해 생각해 보게 되었고, 또 특히 민다나오에는 전쟁이 있는 곳이기 때문에 이런 부분들이 더 필요하다고 느꼈습니다. 그래서 우리나라로 돌아가게 되면 평화의 일을 더 하고 싶다는 생각이 들었습니다. 제가 아이들을 위해서 평화의 글을 쓰고 있는데 더 많이 평화에 관련된 책들을 쓰고 싶다는 생각이 들었습니다.” (인터뷰: 라비 다와니 사트람 다스 | 파키스탄 힌두 판차야트 사무총장) “9년 동안 HWPL이 민간 평화단체로서 이렇게 활동하고 있는 것 자체가 대단하다고 생각하고, 전 세계적으로 이 평화의 일을 하고 있음이 너무나 감동이 되고 감사하다고 표현하고 싶습니다. 파키스탄은 거의 무슬림 국가인데 나머지 2~4% 정도가 힌두교나 소수의 종교를 갖고 있는 분들이 계시는데, 이런 분들 또한 평화를 너무나 사랑하는 분들입니다. 그래서 이분들과 함께 평화의 세상을 꿈꿔가기를 저는 파키스탄에서 소망하고 있습니다." 이번 기념식은 핵심 의제에 따라 30개 세션으로 나뉘어 토론의 장이 펼쳐졌다. 셋째날 세계여성평화 콘퍼런스 ‘변화를 가져오다’ 여성 세션에서 세계여성평화그룹(IWPG)은 전 세계 여성들에게 평화 행보 동참을 촉구했다. 그동안 전개한 여성평화교육 PLTE가 가져온 변화가 무엇인지 구체적인 사례가 발표돼 큰 호응을 얻었다. 133 volunteers in translation and interpretation services were involved in the WARP Summit 2016, providing simultaneous translation into 19 languages including English, Chinese, Spanish, Arabic, French etc. Considering how the UN provides translation mainly into 6 languages, the WARP Summit was very extraordinary in providing translation service for so many different languages. Declaration of Peace and Cessation of War (DPCW) One approach of HWPL’s initiatives to world peace is to establish an enforceable law that can be adopted by every state. To pursue this goal, the Declaration of Peace and Cessation of War (DPCW) was proclaimed on 14 March, 2016 by the HWPL International Law Peace Committee made up of leading experts, inspired by Chairman Lee's advocacy and efforts of building cooperation. The DPCW has been drafted with the intention of promoting the respect of fundamental human rights and international law, and of further involving States in the active protection of those rights. The Declaration, which advocates for peace by specifying provisions on the cessation of war, inspires the global community to develop a legally binding document that can be implemented at an international level. This is triggered by the collective voice of individuals for peace, since the citizens of the world are actively participating in the Legislate Peace Campaign to support peace by adding their signatures to the campaign. ManHeeLee of HWPL, How can he began Peace work? Greetings, I am Man Hee Lee, Chairman of Heavenly Culture, World Peace, Restoration of Light (HWPL). I would like to take this opportunity to extend my deepest gratitude to all people who work for world peace and cessation of war in collaboration with HWPL. HWPL has seen remarkable progress in carrying out the three core peace projects: Legislate Peace Campaign, World Alliance of Religions’ Peace (WARP) offices, and HWPL peace education. Undoubtedly, the endorsement at the national level and the participation and support of civil societies helped to produce these results. However, they would not have been possible without the cooperation and dedication of peace messengers who are working for peace understanding the importance of it. We are the messengers of peace born in this era with the mission to build a peaceful world and to leave it as a legacy to future generations. Let us fulfill this duty by putting in concerted efforts to submit the Declaration of Peace and Cessation of War (DPCW) in the form of a resolution to the UN, so that it can be implemented as international law to achieve true peace across the globe. Then, we will be able to leave a world of peace as a lasting legacy to our children. This is a shared goal of humanity and the way to realize sustainable peace that mankind has been hoping for. As spring full of warmth comes after a harsh winter, we are welcoming an era of peace after a time of conflicts and division. The refreshing and sweet scent of peace spread by HWPL and peace messengers is filling the air foretelling the coming of an everlasting spring. Let us take a leap forward for peace as one. Declaration of World Peace by HWPL(Chairman Man Hee Lee). Officially proclaimed at 5.25 Peace Walk at the Peace Gate, the Declaration of World Peace is HWPL’s vision for sustainable peace. "The Heavens and the Earth formed by the hands of the Creator have been given to humanity as an inheritance. In all the universe, life in its vast splendour exists only on our world. The life that grows on the earth is sustained from above - by light, by the rain, and by the air they provide unconditionally to all living beings. We have received the precious gift of life from above, let us give glory to heaven, and live in peace on earth. This is the truest teaching of heaven. With this eternal gift - the grace and life we have received - are we entitled to fight, kill and destroy one another? We cannot claim to desire peace and continue to provoke one another, causing conflict for the sake of valuing our own national interests above those of others. This will only take the lives of the youth, wasting them in the futility of war. This is not a legacy we can leave to future generations. Of what use is a young life, born in our day and age, if it is thrown away in this manner - thrown away without having had a chance to bloom? What price can compensate for the loss of a life? Do these young souls have another chance at life? As emissaries of World Peace; as people who are working towards the restoration of humanity through a new and heavenly culture, we declare the following: We call on the heads of state of every country to sign an international agreement - a commitment to bringing all wars to an end. We ask them to do this from a spirit of deep-seated love for the people of their country. We call on all youth to unite in an effort to stop wars and pursue the restoration of peace by agreeing not to fight one another. For World Peace to become a reality, this is the duty of all youth, everywhere. The only way to stop the fighting and pointless, tragic deaths, is to stop fighting. Nobody can ask for anything greater than this, and know that your efforts - the efforts of the young people of the world today in pursuit of peace - will remain as a never fading light of life for all future generations. Furthermore, we call on every person, every man, woman, and child in the world, to pick up the mantle of peace. In whatever way you can, we ask that you work to further the cause of world peace and restoration, making it a reality in your direct environments. Lastly, we call on the media to report responsibly and promote a message of peace to the world. World peace and restoration has begun at the same time this declaration is proclaimed. Thank you. Those who took part in the Peace Festival of the 2nd Annual Commemoration of the WARP Summit also came to the HWPL Annual Banquet 2016. On the white walls of the Peace Palace where the banquet was held, the world of peace which every person wishes for was embroidered. The light of the full moon cascades down on their foreheads. The river flowing dissolves the sound of the fireworks. Their hearts bind together, becoming inseparable. Peace has now come into the hearts of the people who promised to be united for the common goal of all humanity. The light of peace shines in the hearts of people and becomes the light that never fades away. The Intercontinental Online WARP Office meeting is a special platform with panelists, representing their respective religion, from WARP Offices from around the globe. This international setting allows, not only the panelists, but also audience members the opportunity to engage with other panelists from different countries and backgrounds. This meeting will be held quarterly under the series named, 'What Religious Texts Tell You.' For the second quarter, the topic is "Beginning and Origin of All Things"
On November 15, 2015, Chairman Lee of HWPL stood in front of the youth who will be leading characters and represent intellectuals with global mind. He was invited as a guest speaker for closing speech in Oxford International Model United Nations (OxIMUN) to give an impressive message about the role of youth to establish the world of peace in our times. Usually, the official event of MUN is open to students and the public and top officials from governments and international organizations as distinguished guests deliver speeches to give breath of inspiration to youth.
