As Russia's invasion of Ukraine continues, there have been growing concerns that tensions are rising between Russia and Japan over the Kuril Islands. Stretching across 1200 kilometres, or 750 miles, between Hokkaido and the Khamchatka Peninsula, the southern part of the archipelago has been a source of friction between Tokyo and Moscow since the end of the Second World War. Originally divided between them in 1855 under the Treaty of Shimoda - when Japan gained Iturup, Kunashir, Shikotan and the Habomai Islets - the entire chain was ceded to Japan in 1875 in return for south Sakhalin Island, which was regained in 1905 after the Russo-Japanese War. Although the USSR and Japan signed a Neutrality Pact in 1941, as the war in the Far East drew ended in August 1945, Moscow invaded South Sakhalin and the entire the Kuril Islands chain. In 1956, the two countries signed a Peace Declaration. However, their dispute over the Kuriles, prevented them from signing a formal peace treaty. To this day, Russia and Japan have still not signed an agreement due to the Kuril Islands, which are called the 'Northern Territories' by Japan. But while there had been some sign of progress in recent years, especially following talks between President Vladimir Putin and Prime Minister Shinzo Abe, Russia seems to have become more hardline. This has been especially the case since the start of the war in Ukraine. The only Asian country to impose sanctions was Japan, a nation that has its own history of conflict with Russia stretching back to the Russo-Japanese War of 1904/5, the battle of Khalkin-Gol in 1939 and finally the Soviet-Japanese War in late 1945. Japan and the U.S.S.R (later Russia) never signed a peace deal following the Second World War, given a dispute over 4 islands in the Kuril Archipelago situated to the north of the Japanese Island of Hokkaido. Russia has deployed coastal defense missile systems near Pacific islands also claimed by Japan, a move intended to underline Moscow’s firm stance in the dispute. The Bastion missile systems were moved to Matua, a deserted volcanic island in the middle of the Kuril island chain. Russian Prime Minister Dmitry Medvedev said on Thursday that he has ordered the government to draft a 10-year development plan of the Kuril Islands, which Japan refers to as the Northern Territories. The Russian prime minister also said he intends to visit the islands. This has invoked a strong reaction from Japan. Japanese Chief Cabinet Secretary Yoshihide Suga said that Japan strongly urges the Russian leader not to visit the Northern Territories. All sources on Patreon. - The ghosts of the Second World War loom large in the dispute between Japan and Russia over the Kuril Islands. Marking the gateway to the Pacific Ocean from the Sea of Okhotsk, the Islands symbolise strained relations between the two great powers - so much so that they have not signed an official treaty to mark the Axis defeat in 1945. The Kuril Islands are situated in a geostrategically sensitive location for Russia, and their continued possession allows the country year-round unfettered access to the Pacific Ocean - a major strategic imperative for the state. More specifically, this is because the strait between the islands of Kunashir and Iturup does not freeze over during the winter, allowing Russian military vessels from Vladivostok access to the Pacific, and is all the more important given Russia’s lack of year-round ice-free ports, which is integral to its geographic and geostrategic challenges. Were Russia to lose control or relinquish control of the islands, they could be used by an adversary to block access to the pacific ocean - an unacceptable proposition for Russian geostrategists. The Shimoda Treaty in 1855 was the first official Kuril border demarcation between the two nations, with the four southernmost islands (Etorofu, Kunashiri, Shikotan and Habomais) going to Japan. Russia would have sovereignty over the northern islands, and Sakhalin Island would be jointly controlled (Fanning & Tierney, 2021). The 1875 Treaty of St Petersburg meant Japan would relinquish its claim to Russia’s Sakhalin Island in exchange for control over all Kuril Islands (Ministry of Foreign Affairs of Japan, 2001). Thirty years after the Treaty, Russia’s shock defeat in the Russo-Japanese War led them to cede the southern part of Sakhalin Island to Japan. But it is the 1945 Yalta Conference that contributes heavily to Russia’s continued sovereignty over the Kurils - here, the U.S. promised to give the Kuril Islands to the Soviet Union should the USSR attack Japan following Germany’s defeat (National Diet Library, 1966). The 1951 San Francisco Treaty re-established Japan’s relations with the Allies, but the Soviet Union opposed the treaty due to violation of the Yalta agreement. The Allies affirmed this promise, forcing Japan to accept the treaty in which they renounced claims to the Kurils. Whilst Japan has admitted weaknesses in its claim, it clings on to the question of ‘what exactly are the Kuril Islands?’. The state claims it was forced to renounce the Islands in 1951, but also claims that the ‘Kuril Islands’ it renounced did not include the entire archipelago. This view is not without support: in 1949 the US Foreign Service stated there was no definition of the term Kuril Islands, as the Habomais and Shikotan Islands were regarded as an island group distinct from the Kuril archipelago (Office of the Historian, 1949). The Soviet Union and Japan did sign a Joint Declaration in 1956, ending the state of war from eleven years prior. However, the Kuril Islands dispute resolution was excluded in this in the hope of including the resolution in a formal peace treaty - which has not been signed. Japan accepted the weaknesses of its claim to Etorofu and Kunashiri and agreed to settle for the return of Shikotan and Habomai. But the U.S. blocked this deal, as U.S. diplomacy changed from holding Russia to Yalta agreements to Cold War determination to keep Japan in the Western camp and away from the USSR (Clark, 1992). This Joint Declaration commits Russia to transfer the Habomais and Shikotan, and is Japan’s central cause for dispute. In 2018, Russian President Vladimir Putin said he was ready to sign a peace treaty with Japan “without any preconditions” to end WW2 hostilities, but this was viewed with caution by some foreign policy experts (DW News, 2018).

(13 Nov 1998) Japanese/Nat Japan and Russia hailed their new friendship on Friday, at the end of an historic visit to Moscow by Japanese Prime Minister Keizo Obuchi. Obuchi, who was awarded a doctorate by Moscow State University before his return home, said that relations between the new countries had moved forward to a new level. Earlier, Obuchi and Russian prime minister Yevgeny Primakov signed a landmark declaration, which paves for the way for a peace treaty over the long-running Kuril islands dispute. The ceremony at Moscow's world renowned university was the Japanese Prime Minister's last official engagement. His honorary Doctorate of Science was presented by the rector of Moscow State University, a mark of respect for the first Japanese minister to visit Russia in twenty-five years. The emphasis of Keizo Obuchi's visit here has been on friendship, as Russia and Japan seek to inject warmth into their traditionally frosty relationship. The crowning moment was the signing of the Moscow Declaration, which pledges to end the dispute over the ownership of the Kuril islands by the year 2000. If that pledge is successful, it will mean an end to a conflict that has soured bilateral relations for more than fifty years. After the ceremony, Obuchi underlined the new spirit of cooperation which was sealed during the two-day summit. SOUNDBITE: (Japanese) "Both sides have today confirmed that Russia and Japan relations have moved forward to a new level. During our meetings it was underlined that our relations have moved to a new sphere and from that sphere can only progress." SUPERCAPTION: Keizo Obuchi, Japanese Prime Minister However, Obuchi was cautious about the territorial dispute between Russia and Japan which has left the two countries without a formal peace treaty since the end of World War II. Of course it goes to say that without any definitive agreement on the territorial question, no agreement would be complete." (20 Jan 2019) Opposition protesters led by left-wing activists gathered at a sanctioned rally in Moscow on Sunday to protest against any future move to give the Kuril Islands to Japan. About a thousand people gathered at Suvorovskaya Square expressing their disagreement with the Russian and Japanese government's progress in changing jurisdiction of the islands. The demonstration took place days before the Russian President Vladimir Putin hosts his Japanese counterpart Shinzo Abe for talks in Moscow. Putin and Abe agreed in November to accelerate negotiations based on a 1956 Soviet proposal to return two of the islands to Japan. The Soviet Union took the four southernmost Kuril Islands during the final days of World War II. Japan asserts territorial rights to the islands, which it calls the Northern Territories, and the dispute has kept both countries from signing a peace treaty. (15 Nov 1998) Russian/Nat At the far eastern edge of the Russian Federation, far closer to Tokyo than to Moscow, lie the tiny, yet disputed, Kuril Islands. The Japanese and the Russians have been arguing over the islands for years. But this week, during the first visit by a Japanese premier to Russia for twenty-five years, Keizo Obuchi and Boris Yeltsin signed an agreement which may lead to the end of the affair. But the islanders need much more than two signatures on a treaty to improve their lives. Many of them live in such poverty that even finding enough to eat is becoming a problem. Life is hard in the Kuril Islands. Lying off the Kamchatka Peninsula, the eastern coast of Russia, the tiny islands were seized as spoils by the then Soviet Union after World War Two and have, in name at least been Russian ever since. And because of its past, the territory has been a stumbling block in Russian and Japanese relations for more than fifty years. But those who live in the small territory have little in common with the average Muscovite; except for the all-embracing poverty which grips much of the Russian Federation. Until recently many buildings had no power and many islanders still have no electricity in their homes. And the Japanese seem to be doing more to help than the Russians. SOUNDBITE: (Russian) "It was the Japanese who brought light to the schools and now they are promising to give light to the hospital. But meanwhile all of these homes are without electricity. Can you imagine, our children do their homework at night by the light of candles or kerosene lamps. And so this is how we are living here like in the olden times." SUPERCAPTION: Alla Agayeva, resident of Shikotan Yet despite their proximity to Japan, one of the World's richest nations, the islanders' lack access to what any Tokyo resident would take for granted. And reports of the hardship have reached those in power at the Kremlin. Officials from the Ministry of Emergency Situations recently visited the islands to see the harsh conditions for themselves. The commission found a frightening lack of energy and even basic food supplies. The dispute over the islands has meant that incredibly, Russia and Japan have still not signed any agreement to end the hostilities of World War Two. The two men signed an agreement which seeks to bring an end to the dispute by the year 2000.
